03 – AB 685 – HIV Counselor as Limited Phlebotomy Technician

This bill would allow the person who successfully completes the HIV counselor training, and is currently employed as a HIV counselor, to enroll in the limited phlebotomy technician training. This person may substitute the completed HIV counselor training for the requirement for a high school diploma or General Education Development (GED) equivalent if they have not completed either previously.
