03 – SB 578 – “Sweat-Free” Contractors

This bill would delete the foreign-made restriction, include apparel, garments and corresponding accessories and the laundering thereof, as defined, as a subject of procurements, impose new requirements upon contractors, including the Sweatfree Code of Conduct, and would make Legislative findings and declarations in connection therewith. This bill would eliminate the Department of Justice and the Attorney General from the provisions relating to a contractor’s cooperation and to investigation referrals. This bill would also define “sweatshop labor,” and specify, for that purpose, that forced labor and convict labor do not include certain work or services.
